Observation details
Saw white outer tail feathers as it flew up onto the fence where I had a very brief look here: (32.7377192, -117.1401623) Found again with finch flock here: (32.7375432, -117.1389475) where I got better looks of it and saw its bold eye ring until a woman with an off leash dog chased it away. Was able to relocate one more time before leaving it in same general area.
