Observation details
Small to medium raptor. Buffy head with neat, thin black post ocular. Pale flesh face. Buffy neck and undersides. Stout and strongly-hooked bill. Long legs wings and tail. Bold pale wing patches in flight. See photo. Bird seen this morning at Halal Meat & Grocery. When I arrived it was sitting in a lamppost and it flew down the the ground and walked up to me. I got iPhone photos attached. After confirming that I was not going to give it a snack it flew around for a while and eventually flew off at 7:05. It headed ESE for perhaps a couple of miles before I lost sight of it, gaining altitude the whole way, probably 1,500 ft by the time I lost it. It definitely seemed like it was going somewhere specific with purpose so I suspect it is off to another feeding area in the inner harbor around the west or east basin area.
