Observation details
Viewed nearly continuously for about an hour with two other birders as it alternated between making short flights, hunting in the willows, and hunkering on the ground out of the wind behind the willows. Large raptor with a white neck, dark head, orange base of beak with broad white wingtip bands and white tail flash visible in flight.
