The photo isn't very good because it was taken with a cell phone. You can see a smaller flock here.
Observation details
It seems to me that it was them. The birds flew few centimeters from the water surface - probably 30 cm. Similar in size to black - headed gulls, but theirs wings were thicker. With binoculars, you could see that they were dark / gray from above and white from below. They were somehow very thin at the tail, so I assumed that their legs were sticking out, although it was not clearly visible. Some birds just hovered and looked like flying crosses while others flapped their wings enthusiastically. Just when swinging, you could see that they were white from under the wings. 2 flocks flew by. One big and one smaller. They were going west following the tuna (or some other big fish) that had jumped out of the sea at that very spot a few moments ago. The birds were flying quite close to the shore - about 50 meters away and were not difficult to spot at all because the the flocks were coherent. Although I didn't get a good look at them, I assume that it is this species because it was spotted the other day not far from the city of Rijeka.
