Observation details
This continuing rare bird is in quite worn plumage especially the wing coverts and rectrices. It is a blackish/brown with a bright white cap that extends to its bill. It has a partial eye ring with a small section above the eye and a half section below. The bill is long and slender. I first saw it feeding and then it landed and settled down on a boulder in the area of the third flat cement section of the jetty (if you included in the count the beginning of the jetty). It did not flinch even when a woman (not a birder) walked past within two feet of where it sat and tolerated a crowd of photographers and birders. Will add photos.
