Observation details
Soaring overhead, gave impression of Cooper’s hawk in field. Upon inspection of photos, bird appears to be missing (or molting) some primaries on the right wing and some tail feathers. With adjustments to contrast, bird appears to be light to whitish underneath with some faint streaking. I'm leaning towards an American Goshawk given the overall appearance, however this is not really classic accipiter behavior soaring high in the sky on thermals. A Gray Hawk crossed my mind as well however I'm not seeing any barring on the tail.
