Observation details
I now think this is a 1st winter laughing gull. This bird did NOT strike me as a gull: it was larger but flew like a Forster's Tern, circling in acrobatics, hovering in one spot before tilting elsewhere. It repeated a territory on the "inland" side of the jetty, back and forth, and I tried to capture photos on multiple occasions, noting the brown coloration and the white tail with black on the end. I saw hundreds of laughing gulls that had molted to their breeding plumage, but I guess this one is a late bloomer--and a little of an odd-bird in behavior.
