Observation details
Beat to hell 1st-cycle, still identifiable by overall whiteness and tail/rump. Superficially very similar to Mongolian Gull, but the tail has too broad of a dark band, and the tummy is too dark. American Herring and its hybrids are ruled out by the very white rump and undertail coverts with sparse dark spotting, plus overall whiteness (but with dark wingtips). Slaty-backed is ruled out by the pale whiteness of the scapulars; those would have dark patterning on even a worn Slaty.
