Observation details
Seen from the Point Vicente lighthouse parking lot while looking uphill, with the ocean to my back. This bird of prey was being harassed by a raven. It had long narrow wings. The ends of the wings had white areas. The bill was the distinctive naked pale bill of a Caracara. This bird looks like a strange mishmash of a very small bald eagle and a black vulture because it has a dark body with dark wings and extensive white in the tail and a white head. However, there is a dark terminal band on the tail, and there is some dark on the head, also.
