Observation details
Bird visiting open tank, with 3 concrete dividers by the large green steel utility housing. It's just before where the Riverwalk leaves the paved road by the far entrance to the plant buildings. Bird was flying to and from tank over the area where the Riverwalk path leaves the pavement and then down over the bank to the rocks near the shoreline. Would fly to concrete dividers or aluminum railing before dropping into the tank which appears to have no water in it. The gray horizontal line in the photo with the smaller image of the bird is a string of barbed wire in the perimeter fence. The river walk path runs between the fence and the bird. The Tree Sparrows were also dropping into the tank.
