Struggled a bit to ID this -- a juvenile Red-Shouldered Hawk was my best guess, give the lack of color and the tail stripes, but the iris appears dark, which I thought would not be the case? Lighting is not great, however. They sat relatively still on this power line tower while I watched, and I did not get a good look at their front/breast area. Happy to correct if wrong in my ID!
