Observation details
This hawk was on the top of a quite tall large utility pole. Because of only being able to get a view of part of the bird there was some thought the reddish brown rather small spots on the breast might indicate an accipiter. Additionally the bird appeared on the small side. However pictures taken with a telephoto lens show better detail. The largely brown head, the whitish spots on the back of the bird, and the patterns of black above and below the eyes with a white throat point to a red-tailed hawk. The additional two red-tailed hawks were seen in flight with obvious red tails.
