Observation details
First seen flying west along the treeline west of the hawkwatch site. Then seen again far to the west, where it seemed to be hunting dragonflies. I wasn’t able to see any plumage features due to the distance and light (so I don't know if it was an adult or immature), but the shape, flight style, and behavior were distinctive. It was a medium sized raptor, with long, fairly narrow, and pointed wings but not the fast, direct flight of a falcon, medium length tail, slow wing beats the few times that it flapped. Mostly it was circling, occasionally making erratic movements, presumably trying to catch dragonflies, which were migrating in huge numbers at the same time. It was in the area for maybe 5 minutes in total. I found it through binoculars, also saw it a bit in the scope, and spent some time trying to get digiscoped video, which I will add here.
