Observation details
We initially assumed this was BOGU, though all the others we saw this visit (and on other recent visits) were already in full winter plumage with simple black spot behind eye. Partial hood on this bird was different, and we were getting a hint of eye arcs that seemed big for a BOGU in the field. We never found an angle where we could see leg color. Soon after these photos were taken the bird tucked its head, and laid down, making it hard to even know which bird it was as other gulls walked around and we lost our marker birds. We finally gave up, but looking at my poor photos on the computer later, I thought it might be a FRGU. Chin and throat are pure white, and black on top of head ends sharply pretty high, not leaking down toward nape at all. Bill color not clear; it looks black in one photo, redder in the other. Angle and lighting make back color tough to read, but it seemed a little dark for a BOGU. I sent a query to OBOL and several folks responded (both publicly and privately) confirming FRGU identification (most likely after-hatch year bird in basic plumage per David Irons).
