Observation details
perched in tree about 15 feet up to right of lake to right of end of car park. flew from this tree to another tree about 25 feet away. Preened for a while and then perched. Not a bird I am familiar with in the field but large (at least 18 inches standing upright) all dark hawk showing the spotted breast of a juvenile zone-tailed and chequered pattern to light areas on underwing and tail to distinguish it from Turkey Vulture in flight.
