Observation details
The bird was seen twice, observed from the Joe Johnston Trail. During the first brief pass high above, I observed the bird with binoculars. Obvious raptor with mostly white or near-white underparts, dark edges of the trailing edges of the wings were visible. During the second pass, when the bird was gliding without wingbeats high above, I was able to get 5 seconds of video with DSLR and 300 mm zoom lens. The attached picture is a still image from the video. The still image was obtained by heavy cropping, and slight brightness increment was made to obtain better contrast for the underparts of the bird. I am assuming that this is the same bird which was seen in the same location two days earlier, as reported in eBird. Although my picture is inferior in quality to the images taken by the observer on April 28th, similar shape of the bird and similar color patterns in the wings ("triangular" shape of the darker secondaries) are visible in the image.
