Observation details
At first, I thought this bird was a Laughing Gull. That's because when it flew in, I noticed the primaries were all black with no white spots, and as it landed, I saw the partial black hood. I then realized that the eye arcs were rather prominent in the bill perhaps not as robust as I expected for Laughing Gull. As Sibley points out, the hood is very well defined on the nape, abruptly stopping. I took poor digiscoped video of the bird.
