Observation details
Looks like a immature bird, that has retained juvenile tertials, plus the head markings are more like a juvenlie, but upperparts aren't. Have video of flight, with dusky trailing edge of wing. Darkish carpal bar also noted. Legs and feet dark pinkish, plus tibia visible. Bill black.
