Granted this shot is extremely low-res but the key features of the species are still about discernable: small compact shape (appearing neckless), high white neck collar, and small rounded face with a short bill.
Observation details
Spotted by people on the next boat out after us. Showing for them within a couple metres of the side of the boat, for us it was just a speck through the binos. Luckily I managed to get some pretty good views through other's scopes on hand.
