This was a very rare light-morph adult Harlan's Red-Tailed Hawk. Note the white tail with black tip, faint black breast bands, and black tips on upper primaries.
Observation details
This previously unfamiliar hawk appears to be a rare light-morph Harlan's Red-Tailed Hawk! Thanks to Dave Trochlell for informing me on this. After leafing through the Sibley Guide to Birds and looking through my photos, I found several things that supported Dave Trochlell's ID, including a band of black stripes on the underbelly, black tail tip, and black lining on the top of either wing. Photos confirm.
