This bird was doing something that I had never seen before. He was hanging out in very shallow water near the shore and would occasionally hop straight up out of the water (as if to fly away), but about 2 feet up would invert and dive head first into the water, The dive reminded me of the way brown pelicans feed. The bird did this 3 times while I watched.
