Same individual reported by other 6/20 and 6/21. I don't think I'm experienced enough to be sure of ID, but I did get several photos that I thought might be helpful to those who do know more? My photos do appear to show a very slight amount of white around the gular pouch. Neotropic x Double Crested seems to fit this individual best as described by others... looking at the range of Neotropic Cormorants and how rare hybrids between the two are in general makes me tentative to say the least.
