Observation details
Likely Escapee. Observed the bird land on a 35 MPH road in front of my vehicle. I pulled into a nearby parking lot to check it out. The bird had made it, on foot, across the road into a lawn/parking lot area. I took a number of pictures with my cell phone as the bird foraged around on the ground, never getting closer than about 10 meters. It did not seem too concerned about me. I watched for a bit and it eventually wandered into a tree and brush area. Will upload some photos. Some investigation into pet or captive birds, specifically Quails, lead me to Common or Japanese Quail. This would have to be one bred for the pattern.
