***Rare. But probably at least annual on migration. I first noticed a drab Empid working insects on a small, very shallow spring creek. I immediately saw it was wagging its tail downward only. Sometimes the tail would bounce back above the “horizontal” but almost as if only from the force of the strong downward movement. I spent 30 minutes watching and documenting the bird and I got video and some bad photos that show the bird’s pale lower mandible with a blackish tip, relatively long bill, and relatively drab plumage. The bird continually pumped its tail down, even after capturing an insect, and never vocalized during the 30 minutes.
