Observation details
In high active migration east along lakefront, first spotted by Kevin and Jo as it flew close over them near the SE corner. I was down below the perimeter shooting mergansers when they called me to let me know and I was eventually able to pick up on the owl from the perimeter about a mile out as it passed over Bratenahl and began to circle out over the lake. Some distant photos and video. Kevin and Jo got a much better look at the bird than I did and saw enough that they felt comfortable it was a Short-eared and not a Long-eared. It did fly with fairly soft flaps and a lot of carpal flex for SEOW, but screen grabs from the video show it to be nicely pale-bodied, with a lot of dark contrast to upper primary tips, so acceptable for Short-eared.
