This White-tailed Kite was photographed by Curtis A. Marantz on 20 December 2016 as it hovered over fields between the Salton Sea National Wildlife Refuge headquarters and Rock Hill, south end Salton Sea, Imperial County, California.
Observation details
A bird seen interacting with the harrier and later hovering over the fields was a small, slim raptor with slim wings that tapered to pointed tips and a long tial. The head, underparts, and tail were white, but the uppersides of the wings were mostly gray. I have only a vague recollection of noting the black "shoulders" but I did take a couple of photos of this bird that may show these.
