Observation details
Two immature gulls larger than the Ring-billed Gulls they were with. They appeared to be first cycle Lesser Black-backed Gulls. Features consistent with LBBG of this age are: All black bills. California Gull of that age would have pale bill with black tip. White to grayish head, neck, and breast contrasting with dusky belly. Both Herring Gull and California Gull of that age would be overall darker without the contrasts between the mantle and lower parts. Dark wing coverts and black primaries. Some streaking on nape and undersides. Pinkish-yellowish legs. Dark feathering around the eyes. Western Gull of this age would be more uniformly dark overall and would likely have a pale base to lower mandible. It would also be more unlikely in AZ. Didn't see them flap wings or fly so didn't get a look at underwings.
