Observation details
Small falcon w/ dark hooded mask with faint yellow eye ring that enlarged at the lores. mask extends shortly along throat wrapping around and rising up the nape. Whitish rusty collar extends from under lower mandible to the breast and around the nape. Scaled pattern down the panel and flanks meeting a rusty reddish belly that extends to the vent. Dark back, small white tip on primaries, thin white line on leading edge of the wing. Bright orange legs and toes w/ black talons. Falcon was first seen at about 0730 perched for about 10 to 15 mins to the west in the refuge near cat tail lakes trail, disappeared and quickly reappeared. Falcon feeding on mostly dragonflies and was later seen closer to hawk tower.
