A winter adult, watched continuously through the scope for several minutes as it made its way down the entire lake from well above the marina area, past the fishing pier, then on to the cove at the end of Bethlehem Rd. It dove several times on its way down the lake. This tern had an extensively white brow with a rough tuft of black from behind the eyes to the top of the crown. Wings were pale to the point that I barely detected any dark plumage except for the outermost primaries as it passed. I've seen hundreds of these over the past 6 months in Florida as well as in the West Indies and am confident it wasn't Caspian. Attempted to photograph it from a considerable distance. Results are poor, but may be of interest. The following is the same picture twice, cropped and zoomed:
