I believe these are unbranched rictal bristles.
Observation details
Many photos. Seems too small (barely larger than a starling when one was near it) and too cold-toned for Chuck-wills-widow, appears to have a dark throat. Hard to get a clear look at the head, but I am including some extreme crops that I think show the throat and bristles, and to my inexpert eye they look fine for Whip. Tom Stephenson was cautioning us against only using the white undertail to differentiate between the two, but basically all the soft marks we could see point to whip and none point to chuck. Thanks to Bill for finding it. No idea how he spotted it, it was really hard to pick up again every time I shifted position on the paths around it trying for a better shot.
