I assume that this was the bird originally reported as a Wilson's Phalarope because it was in the same location. However, upon further inspection, this bird was clearly much smaller and shorter billed than a Wilson's would be. Although the light wasn't great, the bird also had visible large rufous patches on either side of the neck. Not much bigger than nearby Semipalmated Sandpiper. I've attached photos for ID purposes.
