Observation details
Immature, first rustled by the male Northern Harrier. Perched, its distinct pale supercilium and bulky size gave us pause, but it slipped down into the dunes. Thankfully, it look flight, showing off broad wings and body, pale bar on coverts, coarse streaking, and uneven tail bands. Took off over the water, and was seen in Staten Island terrorizing bluebirds 90 minutes later.
