Observation details
After some research, I determined that this small buteo was probably a juvenile BWHA and that identification was later confirmed by two raptor ID experts, namely Hawkwatch International's Mike Shaw and Intermountain Bird Observatory's Research Director Jay Carlisle. The bird's body confirmation (short, broad wings with pointed primaries and a long, narrow banded tail), head, chest, and flank color and streaking, all pale secondaries, large head and bulky chest, and its flat flight posture) were compelling evidence of a BWHA. This confirmed sighting likely represents a first record for Baker County. Two photos.
