Observation details
edit: changing report from "scoter sp." to "Black Scoter" At first I was afraid I had misidentified either the WWSC or SUSC that had been seen here recently, but I'm fairly confident I did in fact see an immature male Black Scoter. Pale cheek (at some angles it appeared that darker feathers were coming in on the cheek), dark cap, rounded head, beginnings of yellow knob at base of bill. This bird's head and bill did not fit the SUSC profile. When it flapped its wings, which I saw it do twice, I did not observe any white in the secondaries. When I first saw the bird, there was a Bald Eagle present, which quite exercised the scoter. At this point the scoter was holding its tail erect, but after the departure of the eagle, the scoter held its tail in the water, unlike a Ruddy Duck. When I observed this bird, it was diving in about the middle of the river, straight out from the viewing platform. Here is one picture. More pictures available.
