Antero Lindholm's reply: I agree this being a Eastern Buzzard. I think that it is 2nd winter bird with some retained juvenile secondaries. The outer two primaries seem to be growing. The incomplete moult may be more common in Eastern, but I would like to see (or compile) statistics about this. I am not worried about tail this red. The details can't be seen very well, but Eastern can very well show quite distinct red tone amoung the barring - only very reddish tails with just a subterminal dark bar are restricted to Steppe.
