Observation details
Initially seen associating with large COLO flock. Roughly 2/3 the size of the COLO. Still in basic plumage while the COLO were mostly in alternate plumage. Thinner neck and much thinner, slightly upturned bill. White face and neck, with a darker throat. Also mostly held its head at a more upturned angle than the COLO. It broke off from the large flock after a boat came too close and the RTLO went the opposite direction from the COLO, popping up only briefly before diving again. It eventually became more calm but I did not see it rejoin the rest of the flock. Much more white on the face and neck than what would be expected of a PALO, and no dark chin strap to be seen. Poor digiscoped photos taken.
