Observation details
In the reeds of Moffett Channel (per Google Maps), along the trail that runs along the channel's west edge. This trail runs perpendicular to the Bay Trail, leading outward from the plant buildings toward the air traffic control tower. The Swamp Sparrow was located along this trail about 1000 feet (per my Google Maps measurement along the length of the trail) from its intersection with the Bay Trail, and about 100 feet south of a concrete structure (which looks like it is used for pumping water) in the marsh off the east side of the trail. As I biked along, I heard this bird's familiar phoebe-like chip call, then saw it pop up into view briefly from among the reeds. After I pished a little, it popped up again and stayed visible for longer, allowing me to get good views and passable photos. It was not flocking with the other sparrows I saw, though a couple sparrow flocks also were hanging out down in the marsh vegetation.
