Observation details
Juvenile. Heavy molt on head. Orange legs, lovely gray-blue back and sides with scalloped edges to feathers, white tail. On north side of Dungeness Spit at about mile 2.5. Initially it was hanging out on beach near some gulls, then it went into the water and swam offshore. Eating eelgrass. It was a puzzle at first, since all the Emperors I've seen in the past have had white heads. The back feathers and wing coverts gave it away, though.
