Repeated call while scanning the lake surface for fish

Observation details

Hanging around the central island immediately South of the causeway (there's a power pylon in the middle of it). It made wide circles around the lake foraging and calling. Dive-bombed the water at least three times and flew over the causeway twice, the second time as I was departing at 19:40. I hung around for another 5 minutes, but it never returned back South
