Observation details
[Same birds reported on DC list https://ebird.org/view/checklist/S58791437] Pics. Two in breeding plumage, flew in along river (so clearly in DC space) around runway 33 point from north while we were looking at Horned Larks. Landed on gravel ramp (in VA). Later, flew off back into DC space, circled, and then proceeded south across river and towards WSM/Tide Lock Park.
