Observation details
We never saw this bird fly to see the underwing, but we suspect there would be white underneath making it a juv. Bald Eagle. The head has no golden brown on the nape and face which is classic for all Golden Eagles, and a dark morph Ferruginous (or all Ferruginous) hawk would have a white/light undertail. Also the bicolor dark head/golden chest and belly is more consistent with a juvenile Bald Eagle.
