Observation details
Photos to come. Tentatively posting as a Tundra. Fantastic views of the bird! Spooked by a Bald Eagle around 3:00 pm and flew west. Edit: After combing through the web and reading the Taiga and Tundra Bean-Geese accounts in Rare Birds of North America (Howell, et al.), I feel (personally) comfortable calling this a Tundra. My initial impression based on my photos and others', as well as while viewing, was that this bird had a thick neck and a large head. In addition to head proportions, the bill was rather blunt, thick, and had a deep based. In combination, I came to the conclusion that this was a Tundra Bean-Goose. That being said, I have no experience with either species.
