Observation details
An interesting gull, notably smaller than adjacent Herring Gulls; and with fine slender bill, long wings, and pinkish feet and legs with a bluish hue on the tibia. Very dark eye. The faded/worn wing tips were a pale dingy brown, appearing almost white from below in flight, likewise a similar tail. The grey mantle was paler than adjacent Herring Gulls, and so paler than I would expect of Thayer's and so Kumlien's seems more likely. I also considered California Gull at first glance, however the Cali's I've seen at this age have greenish legs, a longer bill, and I've never seen a Cali with such faded wing tips especially in flight. Also in flight, it was apparent that the dark primaries (counting from outside) only extended to P5 which had a muted slightly darker grey mark, with P6 being pure grey/white.
