Initially thought it might be an immature male. See photos below. The lighter patch on the flanks seems pale for a female tufted, and the distinctive shape of the flank patch with the dark wings forming a curved upper side is visible. The bill is perhaps more like a male too with the broad black tip (as opposed to only the nail being black in a lesser scaup) and the lighter saddle behind the black tip. Scruffy tuft at the rear of the crown visible in the photos. However, a male tufted duck should already have molted into alternate plumage at this time of year, so consensus is that it is an adult female.
