Looks most like Common Loon in this photo, but white throat distinctly separated from crown, no white around eye.

juvenile or winter plumage, white throat with sharp contrast to head, some white speckling on dark body. Bad lighting, bird mostly fishing with head below water, just outside swim area line. https://www.flickr.com/photos/59990836@N07/19956813204/in/dateposted-public/ several photos and video taken confirm thick beak.
