Low light pics to be added. Thought I had it yesterday but pictures proved otherwise. This time I believe I have it. Bird was sitting on the beach at first light and flew off around 7:35 am. Smaller than Herring Gull and a larger than Ring-billed. Gray back with off white brown streaked head. Black at bill tip with small red spot. Black eye.
