I thought this was a female Gadwall with the overall brownish mottling and visible white patch on the secondaries, but when I looked closer, this striking white patch has the adjacent black contrasting feathers more characteristic of the males, and the overall dark bill with just a hint of orange on the side of the bill, does not seem to fit with the orange bill with dark dorsal stripe described for females. Could this be a sub-adult male? I am confident it is a Gadwall, but I do not know age or sex.
