Observation details
After an extended amount of time scouring Black Storm-Petrels, Gary Nunn called out a black-and-white booby coasting on the wind in front of a large tanker. I (JTS) began dumping popcorn into the water behind the Grande in hopes of pulling gulls and the booby towards us for identification. A few gulls seemed to peel off towards us, and ultimately the booby, and as it slowly approached, we all began taking photos in hopes of discerning the bill color. Calls of "Masked Booby!" started to go out. Ultimately it passed close enough that "IT'S A NAZCA BOOBY!!!" went out. My photo time stamps are from between 13:33 and 13:36. At the time of my last photo, when the bird was closest to and just to the east of the boat, we were at 32.8105078 -117.8138434 (26.92 nautical miles west of La Jolla and 27.07 nautical miles east of San Clemente Island) or just just barely (0.07 nautical miles) inside San Diego County waters. I (MS) was on the toilet when the bird was first spotted but understand that it was seen well to the west initially so it is possible it was also in Los Angeles County waters, although other people's initial time stamps indicate we were 0.46 nautical miles from the county line at that point.
