Observation details
I noticed this small black-billed gull located on a sandbar across the Columbia River from the Stegierwald fish ladder outlet. I first located it while the riparian trees were still blocking a good view, so it was on the west end of the long sandbar. It would fly up, flop down into the river, catch a small fish, and then land in the middle of the sandbar to consume it. The "M" wing and back marking that is so distinguishing can be seen in the first picture. I saw it much clearer through my scope, but getting a good picture of a bird a quarter of a mile away was challenging.
