suspect that this is a juvenile rather than an adult in non-breeding plumage because of the partial collar as viewed from the front while the bird was swimming upstream in the Columbia River
Observation details
the bird was working its way upstream while foraging for food, was observed from the hiking/biking trail separating the park from the river
